Before launching
her company in 1997 in the Washington area, Houlihan served
for six years as President of the Coalition for Employment
through Exports (CEE), the nation’s leading advocate for competitive
trade financing for American exporters. She led numerous highly
successful national campaigns to enable U.S. firms to compete
effectively for international projects, building coalitions
of business, labor, state governments, and trade associations
and spearheading legislative initiatives.
Houlihan’s
experience includes 15 years with Bechtel, one of the
world’s largest engineering-construction companies. Representing
the Bechtel Group in Washington, DC, she was responsible for
securing competitive financing from the U.S. Government and
international funding for major infrastructure projects throughout
the world. Houlihan managed Bechtel’s legislative programs
and represented the firm on a wide range of issues ranging
from international business and finance to energy, transportation,
telecommunications, and environment.
